  I.          Introduction  
  WADE China Background  
     
 
The wider use of decentralized energy (DE) is a key solution for bringing about the cost-effective modernization and development of the world’s electricity systems.  While some of China’s policies recognize the benefits of CHP, development of CHP and clean distributed generation in China continues to lag. There is a great opportunity to enhance the policy, economic, and institutional environments to ensure that CHP provides a greater share of power and heat generation in China.  Existing DE technologies can reduce delivered energy costs and decrease emissions of CO2 as well as other harmful pollutants.
 
     
 
At recent meetings sponsored by WADE, there was substantial interest and support among the public and private sector attendees to move forward with a WADE China organization that would work to advance the market for DE in China. There was also a lively discussion of the goals, objectives and priorities for a WADE China Chapter and initial agreement on a path forward.  Discussed below is additional background on WADE China.
 
     
  WADE China Asia Pacific Partnership Project (“WADE APP Project”):  
     
 
The Asia-Pacific Partnership (APP) on Clean Development and Climate is an innovative effort to accelerate the development and deployment of clean energy technologies formed by six Asia-Pacific countries including Australia, Canada, China, India, Japan, Republic of Korea, and the United States. The six APP partners have agreed to work together and with private sector partners to meet goals for energy security, national air pollution reduction, and climate change in ways that promote sustainable economic growth and poverty reduction. The Partnership will focus on expanding investment and trade in cleaner energy technologies, goods and services in key market sectors.
 
     
 
The APP employs a unique public-private partnership model that brings together industry stakeholders and government officials to achieve Partnership goals. The APP is an integral component of U.S. efforts to combat climate change, promote energy security, and foster international economic growth and cooperation.
 
     
 
U.S. APP Funds New Clean Energy Projects in China: As part of the U.S. Government’s participation in the Asia-Pacific Partnership on Clean Development and Climate (APP), U.S. Department of State recently announced funding for eight projects in China. Through a rigorous competition WADE was chosen as a recipient of APP funding with its proposal to accelerate Distributed Generation/CHP in China. Through the high-profile platform formed by the WADE APP Project, WADE China members working can make substantial progress in moving the Chinese DE market forward.
 
     
  II.        Summary of WADE China Mission, Purpose, Objectives and Activities  
  WADE China Mission  
     
 
The Mission of WADE China is to accelerate the development of decentralized renewable energy, high efficiency cogeneration, and onsite power systems that deliver substantial economic and environmental benefits to China.
 
     
  WADE China can accomplish this through targeted Advocacy, Research, and Outreach.  
 
  • Advocacy of policies designed to advance DE
  • Outreach through conferences, workshops and communications
  • Economic and policy research, including quantification of the benefits of DE through use of the WADE Model
 
     
  III.       PLANNED ACTIVITIES  
 

Over the next 2 years, WADE China will initiate operations by:

 
 
  • Developing a detailed work plan and operational budget (final work plan to be determined by WADE China members);
  • Planning for the WADE China Kickoff meeting – tentatively scheduled for December 2008 in Beijing, China;
  • Launching a membership drive to attract new members;
    Annual membership fee:  
    • $5,000 for international companies
     
    • $2,500 for small companies operating only in China
  • Implementing WADE APP Project with the involvement of WADE China members. The tentative timetable is in section IV;
  • Organizing WADE China as a self-sustaining organization;

  WADE APP Project Activities:  
 
We plan to aggressively move forward with establishment of WADE China so that it can begin operations in January 2009 in coordination with the initiation of the WADE APP Project.  The timetable for the WADE APP project is as follows:

1.   Develop a detailed understanding of the technical potential for CHP/DG in high electric/thermal energy intensive industries/institutional applications within target provinces in China.

2.   Define CHP/DG benefits, costs, opportunities and threats for each province in light of alternatives.

3.   Create a detailed provincial quantitative analysis of the CHP opportunity for each province generated by WADE’s propriety DE model.

4.   Understand and help improve national CHP policy and incentive process by working with the NDRC and national industry associations.

5.   Develop high level Provincial Champions and evaluate near-term policy initiatives to promote the deployment of  supportive CHP policies including:

6.   Based on the above, develop a Handbook on Best Practices for the Successful Deployment of CHP and DG in China.  .

7.   Five Provincial workshops presenting the findings and Handbook.

8.   A visit to the U.S. to see on-site CHP systems and to visit developers, equipment suppliers and users.

  CONCLUSION
